In commemoration of the bicentennial of Robert E. Lee's birthday, the 
Virginia
General Assembly has authorized a commemorative Robert E. Lee license plate.

Gentlemen,

Please be sure to include the following information in your camp's 
newsletters and distribution lists.  Because of changes in the laws 
regarding specialty plates, our efforts to have a plate issued last year 
honoring Robert E. Lee did not become a reality last year.  We are still 
in need of applications in order to have the 350 pre-purchase 
applications required in order to have the plate issued.  Please help 
out and make sure Robert E. Lee's legacy is not given the dishonor again 
this year of not having the plate produced.  Members with more than one 
SCV plate are encouraged to replace that plate with a Robert E. Lee 
plate for at least one year in order to help get the tag issued.  Once 
issued, we are confident that many Virginians who are not SCV members 
will want to purchase these plates for themselves.  Further information

Before the plate will be produced, 350 pre-purchasers must submit an 
order request to the Lee Plate Initiative, who will submit the orders to 
the Virginia DMV.  The DMV will not accept per-purchase orders 
directly.  If for any reason we fail to collect 350 pre-purchase orders, 
your payment will be refunded directly to you. Once purchased your 
Robert E. Lee license plates will be yours indefinitely.

To pre-purchase, complete DMV FORM VSA10

plate request form (available at DMV or online at 
http://www.dmv.state.va.us/webdoc/pdf/vsa10.pdf) and return the 
completed signed form with your payment to:

Your payment should be made payable to "Robert E. Lee License Plate 
Initiative". Your entire payment will be forwarded to the DMV along with 
your completed request form   (DO NOT SEND YOUR PAYMENT OR REQUEST FORM 
DIRECTLY TO THE DMV)

When completing the form, make sure you:

1) Check the license plate category "Special Interest" and write "New 
Robert E. Lee Plate" in the space provided.

2) If you would like special lettering on your plate, check the 
"Personalized Plates" square and write in your four potential lettering 
choices in the spaces provided.  For a specialty plate, you will only be 
able to select 6 letters .

3) ALL owners of the automobile for which you are purchasing the plate 
must be listed on the form and must sign the form.  Requests being 
processed without all applicable owners' signatures will be rejected.
 
4) Ensure you have checked your insurance coverage option correctly as 
DMV will reject forms without such.

5) Do not complete credit card payment information as the Virginia DMV 
requires that we submit all pre-purchase requests with a single check.  
We are unable to process any credit card orders.

6) Ensure you enclose a Check or Money Order made payable to "Robert E. 
Lee License Plate Initiative":

a. Your check or money order for $10 if you want a set of plates with 
lettering/numbering assigned by DMV.
OR
b. Your check or money order should be for $20 if you want a set of 
plates with specialized lettering for which you've completed the 
"Personalized Plates" section of the form.

NOTE: During the period leading up to issuance of the Lee License Plate 
if your current license plates or registration come up for renewal you 
should pay any required renewal fee and go forward with the normal 
renewal process as you would if you were not purchasing specialized plates.
