Leesburg officials have revived an effort to bring civic group signs back to
the town's four main entrances, reopening a contentious debate about visual
clutter, architectural design and the power of symbols.

The sign structures, which displayed the names and logos of such service
organizations as the Lions, Kiwanis and Masons, were taken down by town
officials in December 2005 after the Sons of Confederate Veterans sought to

Town officials said they considered the group's emblem, the Confederate
battle flag, too divisive to be placed alongside the others. So they opted
to remove all the signs rather than face a discrimination lawsuit from the
Confederate group.

When the other sign-holders complained about the removal, Leesburg officials
said they would soon put up new signposts at the same four locations --
North and South King streets and East and West Market streets -- that would
show organizations' names but not logos.

That plan has proved far more complicated than anticipated.

To make up for the absence of logos, town staff members proposed that the
name of each group -- and the day, time and location of its regular
meetings, which were on the old signs -- be displayed in larger type. They
also proposed signposts that would accommodate as many as 20 organizations
each. Although a total of 20 groups was represented on the old signposts,
the maximum number at any one location was 16.

As a result of those changes, town staff members proposed sign structures
that would be 16 feet wide and 12 feet high -- much larger than the old
ones, which were 9 feet by 6 1/2 feet. The town's architectural review board
turned down the design, saying it was too large and failed to meet other
requirements.

The board's action discouraged supporters of the civic signs, and discussion
about resurrecting them ceased in March.

Last month, however, at the urging of Leesburg Vice Mayor Susan B. Horne,
the Town Council appointed a task force to reexamine the issue and get the
signs back up.

"I feel like we owe the folks in our civic organizations an answer and a
solution. This has just become mired in detail," Horne said.

The plan still is to make the signs emblem-free, but other issues -- such as
dimensions and amount of text -- have to be decided, said Betsy Fields,
director of the town's economic development department and a member of the
task force. The panel will seek input from civic groups, she said.

Kenneth M. Fleming, commander of the Sons of Confederate Veterans' Clinton
Hatcher Camp, which is based in Loudoun, said last week that a solution was
long overdue.
